Casablanca – Morocco’s direct housing assistance program has surpassed 101,000 beneficiaries, highlighting the growing impact of a national initiative designed to expand access to homeownership and improve living conditions for low- and middle-income households.
The program, which runs from 2024 to 2028, represents a major shift in the country’s housing policy. Instead of subsidizing property developers, the government now provides direct financial assistance to eligible homebuyers, allowing them to choose the homes that best suit their needs.
The initiative is part of a broader strategy aimed at reducing the housing deficit, strengthening household purchasing power, and accelerating efforts to eliminate informal settlements.
Direct financial support for buyers
The amount of assistance depends on the purchase price of the home.
Households buying homes valued at up to approximately $30,928 are eligible for direct support of about $10,309.
For homes priced between roughly $30,928 and $72,165, buyers can receive assistance of around $7,216.
The program is open to Moroccans living both in Morocco and abroad, provided they do not own residential property in the country and have never previously received public housing assistance.
This approach is intended to make homeownership more accessible to lower-income families while also helping middle-class households cope with rising property costs.
More than 101,000 beneficiaries
As of May 7, 2026, a total of 101,521 people had benefited from the program.
Demand has remained strong since its launch. Authorities reported receiving 263,000 applications submitted by 214,000 individuals, with approximately 193,000 applicants meeting eligibility requirements.
Around 60% of beneficiaries belong to the middle class, indicating that the program is addressing one of the segments most affected by affordability challenges.
Women account for 47% of beneficiaries, while individuals under the age of 40 represent 52%, reflecting significant participation among younger households and female buyers.
Moroccans residing abroad make up 24% of all beneficiaries, underscoring the continued importance of the diaspora in the domestic housing market.
Digital platform streamlines procedures
The housing support initiative is managed through an online platform that allows applicants to verify their eligibility using their national identity card number.
Eligible applicants can obtain confirmation of their beneficiary status in less than one week. Other administrative procedures, including the review of preliminary sales agreements, are processed within defined deadlines.
The digital platform is intended to simplify procedures, reduce paperwork, and improve transparency throughout the application process.
Housing transactions exceed $4.23 billion
The program has already generated substantial economic activity.
The total value of homes purchased under the initiative has exceeded $4.23 billion.
Government contributions have reached nearly $824.7 million, accounting for approximately 20% of the total value of housing transactions.
In 2025, the number of homes supported by the program increased by 6.7%, rising from 93,000 to 99,000 units.
The initiative is expected to continue stimulating the construction and real estate sectors, supporting small and medium-sized enterprises, and creating jobs across related industries.
Contribution to urban development
Beyond improving access to homeownership, the program is intended to help reduce the national housing shortage and accelerate efforts to replace informal settlements with adequate housing.
All homes covered by the program must comply with existing urban planning regulations and meet technical and quality standards.
To strengthen implementation and modernize territorial planning, authorities plan to establish 12 regional urban planning and housing agencies that will address the distinct needs of both urban and rural areas.
