Casablanca – As summer approaches, Morocco is gearing up for the annual Marhaba (welcome) operation, a vital initiative designed to facilitate the return of millions of Moroccan expatriates from Europe and beyond. This year’s edition, Marhaba 2025, is expected to witness a rise of 5 to 7 percent in arrivals, prompting authorities to mobilize significant resources to ensure a smooth, safe, and efficient transit experience for the diaspora.

At the heart of these preparations is a massive investment aimed at upgrading the reception infrastructure at Tangier-Med port, the country’s main gateway for returning Moroccans. The government has allocated a budget of approximately $2.9 billion dedicated to enhancing the port’s facilities, ensuring that the influx of travelers is handled with greater ease and comfort.

Comprehensive maritime logistics

Morocco’s Ministry of Foreign Affairs and African Cooperation, led by Minister Nasser Bourita, has coordinated a robust maritime transport plan involving 29 ships operated by seven different companies. These vessels will serve 12 maritime routes linking Morocco with key ports in Italy, France, and Spain — countries that host large Moroccan communities. This extensive sea network aims to reduce congestion and provide multiple options for travelers.

“The primary objective is to guarantee fluidity and simplicity in the transit process,” Minister Bourita emphasized during a recent parliamentary session. “We have worked hard to ensure that people can cross borders quickly and safely.”

Extended consular services and mobile support

Recognizing that smooth border crossing is not only about physical infrastructure but also administrative support, Moroccan consular offices will extend their working hours during the peak period, from June 15 through September 15. This includes opening on weekends and public holidays to accommodate the increased demand.

Moreover, temporary consular staff will be deployed, and mobile consulates will be activated to reach Moroccan communities in more remote or busy locations. This measure will facilitate administrative procedures such as issuing travel documents, resolving urgent cases, and assisting travelers with their consular needs in real time.

Enhanced safety and border monitoring

Security remains a top priority for the Marhaba operation. Minister Bourita highlighted the mobilization of advanced monitoring systems at border checkpoints, along with increased human resources to oversee safety protocols. This approach aims to prevent overcrowding, manage traffic efficiently, and address any emergencies promptly.

In total, 24 reception centers will be operational during the summer season, with 18 located within Morocco and 6 stationed abroad to provide direct support to travelers. These centers are equipped to handle a variety of needs, from health checks and information dissemination to assistance with travel arrangements.

Listening to the diaspora: A priority

Morocco’s authorities acknowledge the importance of maintaining open communication channels with the diaspora. In 2024 alone, the Ministry of Foreign Affairs processed over 1,300 complaints and requests submitted through a dedicated online portal designed to address Moroccan expatriates’ issues.

These complaints range across multiple areas, including consular services, civil status documentation, legal matters, and social or financial disputes such as tax or property concerns. The ministry ensures that each case is managed within its jurisdiction, coordinating with other governmental bodies and the Hassan II Foundation for Moroccans Residing Abroad when necessary. Furthermore, the Ombudsman’s office plays a key role in resolving complex cases.

Mobilizing diaspora talents for national development

Beyond the immediate logistics of the Marhaba operation, the Moroccan government is intensifying efforts to engage the diaspora’s human capital in the country’s development. Minister Bourita revealed that approximately 2.5 million Moroccans live abroad, with nearly half a million holding high academic qualifications. Additionally, 50,000 Moroccan students study at renowned international universities and research institutions.

To harness this wealth of expertise, Morocco has launched initiatives inviting Moroccan researchers and professionals abroad to participate in national projects. Collaborations with the National Center for Scientific Research, for instance, encourage Moroccan academics overseas to give lectures and supervise theses in Moroccan universities.

Networks of Moroccan professionals abroad have also been established, grouping individuals by geographic communities (such as Moroccan associations in France or Canada) or by profession (including doctors, lawyers, and journalists). These networks foster collaboration and facilitate the exchange of knowledge and opportunities.

A royal vision for diaspora engagement

King Mohammed VI has repeatedly underscored the vital role of the Moroccan diaspora in national development. In his November 6 speech last year, he called for a clear, integrated mechanism to attract Moroccan talents living abroad, emphasizing the need for a dynamic and effective system that maintains regular contact with the diaspora and supports their involvement in Morocco’s progress without forcing permanent relocation.

Minister Bourita reiterated this vision, highlighting that the strategy focuses on creating seamless communication channels and efficient information systems. This framework aims to enable Moroccan expatriates to contribute to the country’s growth while maintaining their ties and lives abroad.
