Casablanca – Morocco is set to remain covered by a US technical assistance program involving Pratt & Whitney through March 2029, extending a support relationship focused on engineering expertise, equipment maintenance and the gradual development of local technical capabilities. The arrangement comes as Morocco continues to expand and modernize its military aviation capabilities, particularly through its long-standing cooperation with the United States.
Pratt & Whitney, a subsidiary of RTX, was awarded a US military contract valued at up to $19.314 million for engineering and technical assistance services covering 11 foreign military customers. Morocco is among the countries included in the program, alongside Argentina, Greece, South Korea, Egypt, Indonesia, Jordan, Iraq, Taiwan, Thailand and Saudi Arabia.
The contract was announced by the US Department of War on September 8 and was awarded through the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base in Ohio. Its structure allows the US government to place orders as requirements arise, meaning the $19.3 million represents the ceiling for the multinational agreement rather than an amount assigned to Morocco.
The US authorities have not disclosed the portion that could be allocated to Morocco. They have also not specified which Pratt & Whitney systems operated by the Moroccan armed forces will be covered by individual orders under the contract. The available information therefore does not establish a separate $19.3 million procurement or support package for the Kingdom.
The agreement does, however, provide for the continuation of engineering and technical services until March 15, 2029. At the time the contract was awarded, $1.233 million in US fiscal 2026 operation and maintenance funding had been committed.
The stated objective of the program is to provide engineering advice and technical assistance to military users while they develop their own internal technical capabilities. In practical terms, this can involve transferring knowledge to personnel responsible for operating and maintaining equipment, providing specialist engineering support and helping users gradually handle a wider range of technical requirements independently.
For Morocco, the program has particular relevance because of its existing relationship with Pratt & Whitney in military aviation. The US manufacturer has supplied engines used by aircraft operated by the Royal Moroccan Air Force, including F100-PW-229 engines associated with Morocco’s F-16 fleet.
Earlier US support arrangements also involved the F100 engine family used on F-15 and F-16 aircraft. Under a previous technical assistance program announced in 2023, Pratt & Whitney personnel were expected to provide training and advice to teams responsible for the operation and maintenance of F100-PW-100, F100-PW-220, F100-PW-220E and F100-PW-229 engines.
That earlier cooperation was aimed at strengthening the technical capabilities of participating military personnel and helping them become progressively more autonomous in carrying out maintenance and related engineering tasks. The previous support agreement was scheduled to end in March 2026, while the new contract extends a similar form of assistance until 2029.
The continuation of the program comes as Morocco has been pursuing a broad modernization of its armed forces, with US equipment playing a significant role in the country’s military procurement. The F-16 fleet is an important component of Morocco’s combat aviation capabilities, while cooperation with American suppliers has extended across aircraft, weapons, training, maintenance and technical support.
Morocco has been upgrading its F-16 capabilities through the acquisition of additional aircraft and modernization programs. These efforts increase the importance of maintaining technical expertise and support arrangements capable of sustaining the fleet over a long operating cycle.
The latest Pratt & Whitney agreement is therefore relevant beyond the supply of engines themselves. Modern military aircraft require extensive technical support throughout their service lives, including inspection, maintenance, troubleshooting, engineering analysis and access to specialized manufacturer knowledge. Developing domestic expertise in these areas can allow operators to undertake a greater share of routine technical work while retaining access to external assistance for more complex requirements.
Technical autonomy, in this context, does not mean complete independence from foreign manufacturers. Military aviation systems remain subject to manufacturer specifications, specialized components, certification requirements and sophisticated maintenance procedures. Instead, the development of local capabilities can reduce the need for external intervention in areas that trained national personnel are able to manage themselves.
The contract also illustrates the structure of US defense cooperation with foreign customers. Through the Foreign Military Sales framework, the relationship between Washington and partner countries can involve considerably more than the initial transfer of military equipment. Training, logistics, engineering, maintenance and technical assistance can continue for years after equipment enters service.
For Morocco, this model has become increasingly relevant as the country operates more advanced US-origin military systems. Sustaining these systems requires continuous access to technical knowledge and specialized support, particularly as aircraft undergo modernization and their operational requirements evolve.
At the same time, the absence of detailed information in the US contract prevents firm conclusions about the specific Moroccan equipment concerned. The announcement does not identify the systems that will be supported in Morocco, nor does it provide a country-by-country breakdown of the contract’s financial value.
It is consequently too early to characterize the agreement as a new engine acquisition for Morocco or as a separate F-16 procurement. The contract is primarily a framework for engineering and technical assistance covering multiple foreign military users.
Its extension through March 2029 nevertheless points to the continued importance of technical support in Morocco’s military aviation relationship with the United States. As the country develops greater domestic capacity to operate and maintain sophisticated aircraft and propulsion systems, manufacturer assistance remains part of the wider effort to sustain those capabilities over the long term.
