Casablanca – In a significant move to enhance Morocco’s defense capabilities and promote strategic independence, the Moroccan National Defense Administration has signed a landmark partnership with India’s Tata Advanced Systems Limited (TASL), a subsidiary of the global Tata Group. This strategic agreement aims to locally produce the WhAP 8×8 land combat vehicle, which will be manufactured at the Tata Advanced Systems – Morocco (TASM) facility.

This initiative seeks to modernize the operational capabilities of Morocco’s military while reinforcing the nation’s sovereignty, particularly in the area of defense mobility equipment.

Strengthening bilateral relations

The partnership not only signifies a major technological advancement for Morocco’s defense sector but also strengthens the historical ties between Morocco and India, two emerging economies whose strategic cooperation in defense is flourishing. The collaboration builds on the relationship between the two nations, following a recent deal in which the Moroccan Royal Army received 90 6×6 trucks manufactured by Tata in India.

According to the National Defense Administration’s statement, the project aligns with Morocco’s ambition to enhance its defense industry and promote South-South cooperation, creating a regional hub for the production of defense equipment in North Africa.

Local production and job creation

The new production facility will be located in Casablanca and is expected to begin operations within the next year. Once operational, the factory will be capable of producing 100 WhAP 8×8 vehicles annually, with the first deliveries expected within 18 months. The WhAP vehicle, which has already been tested in African desert conditions, will be manufactured locally, bolstering Morocco’s industrial ecosystem.

The agreement includes financial, tax, and customs incentives aimed at supporting the venture, and was signed by key ministers representing Morocco’s sectors of defense, interior, finance, industry, and investment. Representatives from the Royal Armed Forces and the Moroccan Agency for Investment and Export Development were also present at the signing.

The project is projected to create 90 direct jobs and 250 indirect jobs, with an initial local employment integration rate of 35%, which will rise to 50% by the project’s completion within 36 months. This development will support Morocco’s broader goals of strategic autonomy and industrial growth by leveraging local resources.

A growing presence in African defense

For Tata Advanced Systems Limited, this agreement represents a significant expansion into Africa’s growing defense market. The TASM facility will be the first weapons production plant established by an Indian company outside of India. This partnership solidifies Tata’s foothold in the region and enables the company to meet both local demand in Morocco and increasing regional demand for military vehicles.

WhAP, developed by TASL in collaboration with India’s Defense Research and Development Organization (DRDO), is a state-of-the-art, multi-role armored vehicle. First unveiled at DefExpo India 2014, the vehicle can be adapted into various forms, including as an Infantry Fighting Vehicle (IFV), which can carry up to nine personnel. The WhAP IFV is equipped with a 30mm 2A42 automatic cannon and a PKT 7.62mm machine gun, with optional anti-tank missile systems. The amphibious vehicle, weighing approximately 25 tons, can reach speeds of up to 100 km/h on land and 10 km/h in water.
